Company Introduction
Dalam rangka memperluas akses masyarakat terhadap layanan keuangan, maka diperlukan adanya Strategi Nasional Keuangan Inklusif di Indonesia. Peraturan Presiden Nomor 82 tahun 2016 telah diterbitkan sebagai dasar penetapan **Strategi Nasional Keuangan Inklusif (SNKI)**. Strategi ini dimaksudkan sebagai pedoman bagi kementerian/lembaga, pemerintah provinsi, pemerintah kabupaten/kota, dan instansi terkait lainnya dalam meningkatkan akses masyarakat terhadap layanan keuangan melalui kegiatan masing-masing secara bersama dan terpadu. Implementasi Strategi Nasional Keuangan Inklusif yang terpadu diperlukan untuk mencapai target keuangan inklusif yaitu persentase jumlah penduduk dewasa yang memiliki akses layanan keuangan pada lembaga keuangan formal sebesar 75% (tujuh puluh lima persen) pada akhir tahun 2019.
Dalam rangka pelaksanaan SNKI maka dibentuk Dewan Nasional Keuangan Inklusif yang diketuai oleh **Presiden** dan secara harian diketuai oleh **Menteri Koordinator Bidang Perekonomian**. Dewan Nasional bertugas melakukan koordinasi dan sinkronisasi pelaksanaan SNKI; mengarahkan langkah-langkah dan kebijakan untuk penyelesaian permasalahan dan hambatan pelaksanaan SNKI; dan melakukan monitoring dan evaluasi pelaksanaan SNKI. Dewan Nasional dalam pelaksanaan tugasnya dibantu oleh Kelompok Kerja (Pokja) dan Sekretariat.
Kelompok kerja keuangan inklusif terdiri dari 7 (tujuh) Pokja yang meliputi: Pokja Edukasi Keuangan; Pokja Hak Properti Masyarakat; Pokja Fasilitas Intermediasi dan Saluran Distribusi Keuangan; Pokja Pelayanan Keuangan pada Sektor Pemerintah; Pokja Perlindungan Konsumen; Pokja Kebijakan dan regulasi; dan Pokja Infrastruktur Teknologi informasi keuangan. Tugas dan kedudukan Sekretariat secara administratif berada pada Kementerian Koordinator Bidang Perekonomian dan secara fungsional dilakukan oleh Sekretariat Kementerian Koordinator Bidang Perekonomian dan Deputi Bidang Koordinasi Ekonomi Makro dan Keuangan.
Sekretariat bertugas menetapkan target dan indikator keuangan inklusif yang disepakati oleh seluruh pokja yang dituangkan dalam surat keputusan Sekretariat Kementerian Koordinator Bidang Perekonomian/Deputi Bidang Koordinasi Ekonomi Makro dan Keuangan selaku Ketua Sekretariat; menyusun rencana kegiatan tahunan kesekretariatan; melakukan monitoring capaian target tahunan keuangan inklusif yang telah ditetapkan; melakukan koordinasi dengan Pokja; menyusun dan menyampaikan laporan kepada Ketua Harian; dan melaksanakan tugas terkait lainnya berdasarkan arahan dari Ketua Dewan Nasional.
Primary Responsibility
The Communications & Knowledge Management Manager is responsible for building the National Financial Inclusion Council’s knowledge base, maintaining external media relations, producing reports to update program progress and learnings, and branding the Secretariat as the epicenter of financial inclusion. More specifically, as part of the PMO Office, the Communications & Knowledge Management Manager will:
Develop a comprehensive strategic communications plan, including a social media strategy, to support the objectives of the SNKI and increase the Council’s visibility among various stakeholders at both a local and international level;
Produce communication materials, including quarterly and annual reports, for the Council and key stakeholder groups;
Manage external communications and maintain media relations;
In coordination with the PMO Head, produce quarterly and annual reports for the Council on the progress of financial inclusion indicators and the progress of Working Groups’ activities;
Monitor traffic to the National Financial Inclusion Strategy website, including tracking number of video views, social media statistics and readership of publications;
Develop and maintain a resource center for knowledge, tools and international best practices for financial inclusion policies and programs;
In collaboration with Technical Experts, PMO Head, and other relevant stakeholders, identify gaps related to communications and knowledge management and address them through capacity building programs for Working Groups; and
Raise public awareness about financial inclusion and guide development of the National Awareness Campaign.

Required
Must be an Indonesian National;
Master’s (S2) degree in Strategic Communications; Public Relations and Mass Communications; Marketing & Communications;
At least 7 years of experience holding Strategic Communications, Public Relations, and/or Knowledge Management role in digital financial services, payments, banking and/or microfinance industry;
Familiarity with the microfinance and financial inclusion space;
Demonstrated strong editorial skills in Bahasa Indonesia and English;
Demonstrated ability to host both high level and grass roots community events;
Demonstrated ability to develop key messaging and manage communications across a wide variety of above the line and below the line chanels including print, broadcast, social media, website, etc.;
Ability to work in sensitive situations, challenging policy environments, and within Government of Indonesian institutions/ministries;
Good presentation, verbal and written communication skills in English and Bahasa Indonesia; and
Strong project management and organizational skills.
Preferred
Knowledge of program development, implementation, evaluation, and reporting;
Experience working on donor-funded programs and with international agencies;
Have flexibility for working and travelling according to project needs;
Some knowledge in and/or attended gender inclusion trainings is an advantage.

DURATION
The Communications & Knowledge Management Manager will be engaged for the duration of twelve (12) months, beginning in August 2017. There will be a possibility of extension for a second term of twelve (12) months following a review of service.
