Company Introduction
Plan International didirikan pada 1937 oleh wartawan Inggris John Langdon-Davies dan pekerja kemanusiaan Eric Muggeridge menyusul perang saudara di Spanyol yang membuat jutaan anak menderita. Jose, seorang anak korban perang ditemukan John L.Davies. Dibaju anak ini tertulis pesan dari ayah Jose, ”Ini Jose. Jika kota Santader telah jatuh, saya pasti telah terbunuh. Rawatlah Jose ini.” Sejak itu, pesan kemanusiaan menyebar diseluruh Eropa dan menggerakkan masyarakat untuk membantu anak korban perang. Kerja Plan terus bergerak ke Asia, Afrika dan Amerika untuk membantu meningkatkan kualitas hidup anak-anak terlantar.
Saat ini Plan International bekerja di 21 negara donor dan 51 negara program di seluruh dunia. Di negara donor, staf Plan menggalang dana untuk kesejahteraan anak di negara program seperti Indonesia.
Plan International bekerja di Indonesia sejak 2 September 1969, berdasarkan Nota Kesepahaman dengaan Pemerintah RI. Awalnya Plan International bernama Foster Parent Plan International (FPPI). FPPI pertama kali memulai programnya di Yogyakarta hingga phaseout di tahun 2001.
Pada 1978, FPPI menyebarkan sayap ke pantai Sulawesi Selatan termasuk kota Makassar, Gowa dan Takalar. Pada tahun 1980an, Plan International bergerak ke Jeneponto dan Bantaeng dan akhirnya ke Selayar pada 1997. FPPI meninggalkan Sulawesi Selatan pada 2007. Setelah itu, FPPI masuk ke wilayah Lombok, Nusa Tenggara Barat. Bergerak ke Bima, Dompu dan akhirnya Sumbawa. Pada awal tahun 90an FPPI dikenal sebagai Plan International Indonesia, dan merambah ke wilayah Jawa Timur, di Ponorogo, Pacitan dan akhirnya Surabaya.
Dari awal tahun 90an hingga 2000, Plan International Indonesia juga bekerja dan membuka kantornya di Jakarta dan Bogor. Lalu, bergerak pindah ke kabupaten Kebumen, Grobogan dan Rembang. Plan International Indonesia juga turut serta dalam penanganan korban bencana seperti di tsunami Aceh (2005 - 2009), Yogyakarta (2005 - 2008), Garut dan Padang (2009).
Program Kami
• Perlindungan dan Partisipasi Anak
Memastikan hak anak akan perlindungan dari segala bentuk kekerasan. Program ini memperkuat system perlindungan anak yang berbasis masyarakat dan berkontribusi dalam inisiatif global dan regional untuk belajar tanpa rasa takut, pencatatan kelahiran, dan pencegahan pernikahan dini.
• Pengasuhan dan Pengembangan Anak Usia Dini
Memfokuskan pada pemenuhan hak tumbuh kembang anak usia 8 tahun ke bawah termasuk anak dari kelompok yang termarginalkan. Program ini berupaya meningkatkan status gizi dan perkembangan anak, meningkatkan pengetahuan dan ketrampilan orang tua/ pengasuh, meningkatkan akses pelayanan pengasuhan dan pengembangan anak usia dini serta mempromosikan pendidikan inklusi untuk anak dengan kebutuhan khusus.
• Air, Sanitasi dan Kebersihan Lingkungan
Meningkatkan pemenuhan hak akan air dan sanitasi yang lebih baik untuk anak-anak di komunitas yang rendah sumber dayanya. Program ini untuk meningkatkan akses masyarakat terhadap system penyediaan air bersih, desa yang bebas buang air besar sembarangan dan mempromosikan praktek cuci tangan pakai sabun.
• Pengelolaan Risiko Bencana
Mempromosikan hak akan perlindungan dan bantuan pada saat situasi darurat dan membangun ketahanan anak-anak serta masyarakatnya untuk menghadapi bencana dan perubahan iklim. Program ini untuk meningkatkan kesadaran, kesiapsiagaan masyarakat, mitigasi dan respon yang tepat waktu terhadap bencana alam dan perubahan iklim.
• Pemberdayaan Ekonomi Kaum Muda
Menguatkan ketahanan ekonomi kaum muda khususnya perempuan muda. Program ini memfasilitasi kaum muda dengan pelatihan ketrampilan hidup dan kewirausahaaan mikro sampai pemberian lapangan kerja formal sehingga mereka mengalami transisi yang mudah dari masa sekolah ke masa kerja.
Primary Responsibility
Working in 50 developing countriesacross Africa, Asia and the Americas, Plan aims to reach as many children as possible, particularly those who are excluded or marginalized with high quality programs that deliver long lasting benefits by increasing its income, working in partnership with others and operating effectively.
Plan Indonesia is presently implementing its third country strategic plan developed for five years covering fiscal year 2013 to 2017, where the country objectives has been defined as “to support the creation of responsive and accountable duty bearers and active civil society organizations that allow children and youth to realize their rights in Plan working areas.” This goal will be achieved by designing and implementing quality programs and projects in major four areas following right based approached. These major five areas are 1. Water, Hygiene and Sanitation, 2. Maternal, Nutrition and Child Health and Early Childhood Education, 3. Child Protection, 4. Disaster risk management. 5. Youth Economic Empowerment.
In view of the above Country Accountant will be responsible to lead the technical part of Finance and Accounting processes in Country Office and to ensure the quality of Finance report meet audit requirement. The position will also lead the advocacy and networking of Finance staffs of Plan Indonesia to influence policy audience with an intention to mainstream evidence based intervention and to be a credible technical partner of government and others in ALL areas.
Business Planning Processes
Budgeting and planning is based on excellent and timely financial data:
Participates to the funding budget process and ensures that operational plans are consistent with the approval budgets.
Consolidates country operational budgets and submit to the Country Finance Manager for review.
Reviews budget entries in SAP and keeps records of budget modifications on file.
Performs expenditures analysis with cost effectiveness of operations orientation.
Use SAP BI Reports Budget versus Actual as a tool of budget monitoring and control.
Maintain overall oversight of the budget so that over or under spends can be highlighted and discussed with the relevant staff/partners on a timely basis.
Accounting and Treasury
Accounting and cash management is accurate and compliant with established Plan policies and procedures
Reviews and signs all vouchers (cash disbursement, cash receipt, and journal) for completeness, accuracy and consistency with attached supporting documents in compliance with the OM, Plan policies and local laws.
Ensures that all purchases and payments are within budget before processing.
Reviews payroll based on information received from HR and pays salaries and wages timely to staff and LSW to expatriate staff.
Prepare monthly cash forecast and refresh by entity based on CO/PA’s forecasts.
Follow-up intercompany recharges to outside countries (RO, IH and NOs) closely.
Keep and update bank details and bank accounts signatories for the Country.
Liaise with the bank on un-reconciling transactions.
Support/train PA and Country Office staff on the use of corporate financial systems, including SAP and BI Reports.
Perform the routine SAP period end closing processes.
Internal Financial Controls
Internal Financial Controls and Risks Management
Ensure appropriate financial controls processes, procedures and systems are in place and adhered to in the Country Office and at PAs.
Ensure in every office location that petty cash count is performed at least once a quarter and cash count form is on file.
Follow up finance-related audit actions for the Country Office to ensure actions are implemented and alternative actions taken as required to address weaknesses in financial controls and procedures identified in finance and other forms and audit reports.
Train CO and PAs staff on new/revised sections of the new Operation Manual.
People Management
People management and staff development
In charge of the staff payroll accounting nationwide.
Develop, coach and motivate a high performing finance team in the Country Office.
Conduct interim and final evaluation of direct report based on HRIS guidelines.
Conduct regular meeting with staff.
Staff training on financial processes and procedures.
Financial Reporting and Analysis
Financial reporting and record keeping are thorough, well maintained and accurate
Accurate maintenance of all expenditure recording including supporting documentation which is of all expenditure recording including supporting documentation which is approved by the appropriate authority.
Preparing or review periodic financial reports for the Country Office, including Balance Sheet and Income Statement reports on monthly, quarterly and yearly reporting.
Train staff on Monthly/Quarterly/Yearly of CO reporting schedules
