Dalam rangka memperluas akses masyarakat terhadap layanan keuangan, maka diperlukan adanya Strategi Nasional Keuangan Inklusif di Indonesia. Peraturan Presiden Nomor 82 tahun 2016 telah diterbitkan sebagai dasar penetapan **Strategi Nasional Keuangan Inklusif (SNKI)**. Strategi ini dimaksudkan sebagai pedoman bagi kementerian/lembaga, pemerintah provinsi, pemerintah kabupaten/kota, dan instansi terkait lainnya dalam meningkatkan akses masyarakat terhadap layanan keuangan melalui kegiatan masing-masing secara bersama dan terpadu. Implementasi Strategi Nasional Keuangan Inklusif yang terpadu diperlukan untuk mencapai target keuangan inklusif yaitu persentase jumlah penduduk dewasa yang memiliki akses layanan keuangan pada lembaga keuangan formal sebesar 75% (tujuh puluh lima persen) pada akhir tahun 2019.
Dalam rangka pelaksanaan SNKI maka dibentuk Dewan Nasional Keuangan Inklusif yang diketuai oleh **Presiden** dan secara harian diketuai oleh **Menteri Koordinator Bidang Perekonomian**. Dewan Nasional bertugas melakukan koordinasi dan sinkronisasi pelaksanaan SNKI; mengarahkan langkah-langkah dan kebijakan untuk penyelesaian permasalahan dan hambatan pelaksanaan SNKI; dan melakukan monitoring dan evaluasi pelaksanaan SNKI. Dewan Nasional dalam pelaksanaan tugasnya dibantu oleh Kelompok Kerja (Pokja) dan Sekretariat.
Kelompok kerja keuangan inklusif terdiri dari 7 (tujuh) Pokja yang meliputi: Pokja Edukasi Keuangan; Pokja Hak Properti Masyarakat; Pokja Fasilitas Intermediasi dan Saluran Distribusi Keuangan; Pokja Pelayanan Keuangan pada Sektor Pemerintah; Pokja Perlindungan Konsumen; Pokja Kebijakan dan regulasi; dan Pokja Infrastruktur Teknologi informasi keuangan. Tugas dan kedudukan Sekretariat secara administratif berada pada Kementerian Koordinator Bidang Perekonomian dan secara fungsional dilakukan oleh Sekretariat Kementerian Koordinator Bidang Perekonomian dan Deputi Bidang Koordinasi Ekonomi Makro dan Keuangan.
Sekretariat bertugas menetapkan target dan indikator keuangan inklusif yang disepakati oleh seluruh pokja yang dituangkan dalam surat keputusan Sekretariat Kementerian Koordinator Bidang Perekonomian/Deputi Bidang Koordinasi Ekonomi Makro dan Keuangan selaku Ketua Sekretariat; menyusun rencana kegiatan tahunan kesekretariatan; melakukan monitoring capaian target tahunan keuangan inklusif yang telah ditetapkan; melakukan koordinasi dengan Pokja; menyusun dan menyampaikan laporan kepada Ketua Harian; dan melaksanakan tugas terkait lainnya berdasarkan arahan dari Ketua Dewan Nasional.
Primary Responsibility
The Head of PMO is responsible for providing overall strategic guidance to the Secretariat in the design and implementation of National Strategy of Inclusive Finance (SNKI) to reach 75% inclusion by 2019 as well as managing the Project Management Office team. More specifically, the Head of PMO will:
Provide strategic advice and expertise to Secretariat Head in directing Financial Inclusion Strategy;
Coordinate the implementation of the SNKI among key stakeholders in the Working Groups;
Guide and manage the PMO Office team to achieve its deliverables in M&E, Communications & Knowledge Management, and policy advisory functions in coordination with Working Groups;
Manage the TA Fund in coordination with Women’s World Banking to establish processes required to access critical expertise in areas such as biometric ID, G2P programs, and etc.;
Develop the requirements for the National Financial Inclusion Information System and financial inclusion database;
Manage the SNKI implementation and results of the Working Groups’ financial inclusion activities to the Head of Secretariat and the Steering Committee;
Identify gaps and develop training programs with Technical Experts to build capacity and provide strategic advice to the Working Groups in order to build the enabling infrastructure and scalable digital financial services models for sustainable financial inclusion programs;
Organize and manage a Working Group committed to financial inclusion, including government officials, international development agencies, private sector, media, etc.;
Develop analyses/evidence-based proposals for new or amendment of policies related to financial inclusion in coordination with related authorities;
Propose additional medium and long-term financial inclusion targets and indicators to the Head of Secretariat and the National Financial Inclusion Council, as needed; and
Liaise with the National Financial Inclusion Steering Committee to provide strategic advice, technical support, and monitoring and evaluation support.

Women’s World Banking is seeking a Head of the Project Management Office (PMO), who will work closely with and support the Head of Indonesia’s National Financial Inclusion Council Secretariat and Working Groups, to ensure effective design and implementation of Indonesia’s National Strategy of Inclusive Finance (SNKI).
The Head of PMO will manage a team of four and will be embedded within the Secretariat hosted at the Coordinating Ministry of Economic Affairs (CMEA).
Required
Must be an Indonesian National;
Eligible for potential employment with the Government of Indonesia;
Doctorate degree in economics, finance, public administration, business management, or social sciences disciplines relevant to the work of the team – e.g. community development, public policy, education, social and gender development;
At least 12 years of experience working in management and advisory consulting, research institute, large corporation or NGO with solid technical expertise in financial services or digital payments;
Strong policy and advocacy background with experience in government etc.;
Demonstrated experience of team management, especially of senior management, with 4 or more people;
Experience in project management of development activities funded by national/district governments and/or international development partners; and
Excellent presentation, verbal and written communication skills in English and Bahasa Indonesia
Preferred
Demonstrated experience in design, implementation, management and evaluation of projects in digital financial services/financial literacy/microfinance;
Experience working in international development field;
Have flexibility for working and travelling according to project needs;
Project management and organizational skills; and
Some knowledge in and/or attended gender inclusion trainings.
